Like, is it worth trying to optimize the realtime voice changer or even with all of that it will still be pretty bad?

"iGPU" means integrated graphics processing unit. I only see "Intel Iris Xe Graphics", which is an integrated GPU. An integrated GPU is not capable of working with any local AI, so the best bet is to go for online option instead, unless there's another "dedicated" GPU unseen in Dxdiag.
