Winrar and 7zip can open .tar and other Linux related archive formats 👍 , I think you might need to get all 3 (part 001 and part 002 for Windows if you use that) you get an error because you didn't download all the parts I wrote above, did you?

Assuming you have Windows and NVIDIA GeForce RTX, there are two zip files named voice-changer-windows-amd64-cuda.zip and both end with .001 and .002 respectively; you download both of these two, use WinRAR or 7-Zip to extract one of these file, and the zip program will automatically combine them into one temporary file so it should extract it.
