I think the easy answer to this ethical dilemma is simple. Use the technology to reduce genetic mutations, and restrict against changing DNA for cosmetic (such as eye color, for example) or intelligence reasons (though the latter may require more analysis into the ethics).

IQ is such a psuedoscientific and racist concept to the point it should not even considered as valid aside from the fact that it was used extensively in order to justify eugenicist programs in the 20th century.

IQ is just a measurement test, one that has a very flawed and narrow premise, so trying to push that as something that is tied to genetics is extremely dogmatic.
