Additionally, are you using Voicemeeter for equalizer and FXs? There's another virtual line cable which is Virtual Audio Cable, and works better than VB-Cable and Voicemeeter if you wanna use in voice call. https://software.muzychenko.net/freeware/vac470lite.zip

That's good.
There's a "REC." option on W-Okada where you can click start to record your audio and click stop to save your audio. While you can use another program to record audio through a virtual line, this one gonna be more complex to set up than using built-in recorder on W-Okada.

im just trying to make my quailty the top notch
The reason? The audio quality, while not only where the "Extra" number indicates how much data should process at a time and also the quality, is usually limited by a voice model you use in W-Okada. Some models are low quality while some are high quality and so on. You can't expect the audio quality to be 100% fully realistic.
