You can use a download manager program anyway, although the download speed isn't always guranteed, it can be fast or slower. Also, make sure to check if your Windows is up-to-date and your internet connection.

No. Just run the program, it's "MMVCServerSIO.exe". Two batch files outside the MMVCServerSIO folder are not required to run.

Use Google Chrome or Microsoft Edge instead. Check your W-Okada's terminal/CMD window and screenshot it there if there's an error.
