don't rename it, try changing it back and run it, tho usually that shouldn't case that issue
also close the programs you have in background, you have too many programs and that affects performance

uninstall vb audio cable, it can cause issues on windows, get vac lite instead https://docs.aihub.gg/rvc-voice-changer/local/deiteris-w-okada-fork/#virtual-audio-cable then set line 1 as output
