usually all nvidia gpus have cuda except for some older ones like gtx 7xx

when i run MMVCServerSIO.exe it says that windows cannot access the path or file or may not have the appropriate access permissions

i guess i dont have cuda installed

Antivirus program deleted it then

Need to turn it off. It is a false positive from antivirus programs because they dont recognize this program so they delete it automatically

Youll first have to allow it in the antivirus programs quarantine probably, then turn it off on your first runup

The program is safe before you get worried, the code is open source and its been tested. The developer is even on the server helping people
