#Looking for healing creating voice model to restore a damaged voice due to cancer

My father had an extremely rare cancer about 8 years ago, so rare that only 10 people on the planet are known to have had it, only 2 of which have survived (one including himself).

They had to remove one of his vocal chords, which has resulted in his voice now sounding like a loud whisper. He used to speak publicly for a living, and still surprisingly does from time to time, but I would like to get him a laptop with an RTX 4070 and set up a voice training model so he can speak with his pre-surgery voice being heard!

I have 40+ minutes of his old voice, but unfortunately, it's from probably 15 years ago when audio recording devices were often not the best. There is a lot of room reverb, etc, and I know there are tools out there to clean this up, but I heard they are $1100+ (iZotope_RX_11).

Could anyone please help me clean up the audio files and create a good voice model that can be used for live speech?

This would be so amazing for him to be able to speak publically again with his old voice.
