Devola and Popola are android observers for Project Gestalt. They are actually called “Kanto Area C Managing Observer Alpha Devola” and “Kanto Area C Managing Observer Beta Popola.”. They were made to provide support for when Gestalts were to return to the Replicants' vessels. They are tasked with extracting data from Gestalt souls, making new Replicant bodies, and returning a dead Replicant's data to its Gestalt. This plan was programmed into them by the World Purification Commission 1,300 years prior.
