it was like that when multiplayer was added
Since inverter already allows you to skip a live shell at the end of the loadout and keep your turn, slowing the game down. So Mike probably didn't want another item to do the same thing.

only reason it does what it does in singleplayer is because you always get the first turn anyway
Yeah, before multiplayer released, there were no rules for how the beer should behave if someone besides the player can get the first turn in a loadout. Because the Dealer always goes second.
