With colorblind mode, the glow is deceiving. When the shells are revealed at the shotgun load and after being ejected, they don't glow, so the white is not all that bright and the blanks are black.
However, when checking with the magnifying glass, the shells glow. This makes the live rounds light up like a light bulb, and blanks sort of half-glow with a greyish color. You aren't the first person to see that glowing blank and think it's a live white shell - my brother made the same mistake.
The thing is, it happens without colorblind mode too - magnifying glass makes blue/red shells glow as you look.
It might still warrant adjusting by the devs, but for the time being, just remember this - when playing with colorblind mode and using a magnifying glass, a bright-white shell is live and anything dull or darker is a blank, even if it looks like it has a shade of white tint to it.
