yes, but the bugs here is that there should be 1L/1B in there, but both shot is blank

The inverter changes a live round into a blank round.
It inverts the type of bullet in the chamber so the first shot was a live round and you inverted it into a blank round
Its a game mechanic

It only works on the bullet inside the chamber.
There is no bug

Look at the description of the item again. It says "swaps the polarity of THE CURRENT shell in the chamber"
