You can use 2 phones, one of which will tell you that the 3rd bullet is live, and the other that it is blank.
The phone can tell you that the bullet is blank, but it is a live one, which is what happened to me, here is the recording..

телефон считает от текущёго патрона, а на видео ты в себя стрельнул 3 после телефона, а не 4
это выдержка с анг вики из другого треда:
from the wiki "Upon use, the user will be told the location and type of a random shell loaded in the Shotgun only if there are 2 or more shells left in the chamber. Note that the phone will tell the location based on the current shell. (i.e. if the Burner Phone says "Second shell" it means the next shell after the one currently in the chamber.)
If the player attempts to use the Burner Phone while there is only 1 shell left in the shotgun's magazine, the Burner Phone will return "How Unfortunate...", wasting the item."
