Usually just relaunching fixes it, or you can wait a little while. You can also try a different internet connection or a different device to see if you can troubleshoot what it is. I do know that there are sometimes outages in networks that affect people in weird ways. Hopefully that's not the case for you.

I haven't seen them, but I don't always pay close attention. The most train tickets you can have at once is 3, and another one will not spawn if you have one on the ground.

You should be getting another train ticket in about every 26-31 crates
