I would recommend opening silver chests for the gems, so you can merge them until you get the highest tier gems and start buying premium lands. If you have very little space, you could shovel the toolboxes and greenhouse parts. Later, when you have more space, you should start keeping them. What I don’t recommend is opening toolboxes yet

If you didn't get a lucky merge that gives you 5 level 2 cards, there’s no way you can do a 5-merge for level 3. The maximum you can have are 3 level 2 cards.

If you had a lucky merge and now have 5 level 2 cards, when you make one level 3 card, the extra cards will give you gems
