@lofty lily try undoing the tweak so apple intelligence is gone and then set the mofel name to iPhone 15 pro and iphone 16,1 and with that enable apple intelligence then it should download

apple intelligence writing tools dont work on unsupported devices , the phone sends a request to the server , which the server checks to see if its supported , if not it returns "unsupported_hardware"
