Drivers updated, Windows updated, re-installed game, verified files, added -clearPSODriverCache -deleteuserpsocache. Will launch with -dx11 but wont load in-game assets that way.

Hello, can you please send here your logs. It's the file DragonkinTheBanished.log that can be found here: ...\steamapps\common\Dragonkin - The Banished\DragonkinTheBanished\Saved\Logs, it would greatly help us to understand your exact problem.
Also, you can directly send us the crash dump located in ...\steamapps\common\Dragonkin - The Banished\DragonkinTheBanished\Saved\Crashes. Please zip a folder that looks like this: UECC-Windows-F58092EA4CDD44D2DBCF5FBE7212AAE3_0000. This will help us identify if it matches the most frequent bug we're seeing on our crash reporting platform—the one received when you click one of the two 'Send' buttons at the bottom right.

I tried going in here: \NVIDIA\DXCache to delete the files, but wasn't sucessful

Unfortunately, everything points to the instability issues common with 14th Gen CPUs. The crash dump indicates a failure during decompression (an issue usually resolved by verifying file integrity, which you have already done). Your DxDiag shows the game crashing in nvgpucomp64.dll, and the logs confirm this occurs while decompressing shaders.

Regrettably, there is nothing we can do on our end at this stage. Underclocking your CPU might help, but I wouldn't recommend it; the process is complex and would negatively impact performance in all other scenarios.

Thats unfortunate, thanks for looking into it.

Running it in Windows 8 compatibility mode allowed me to get through the startup and load the shaders. Not sure about stability longer term

Have you removed the options to delete the shaders (-clearPSODriverCache -deleteuserpsocache)?
