The beam does not follow my movements, therefore, it will not hit all 5 enemies. I've tried this quest over and over and the most I can get is 3 (by luck). The tracking seems to be bugged.

I know there was an issue earlier, where the beam did not pass beyond a certain point on the left side.
The workaround was, going the opposite direction.
So if you were to complete them clock-wise and encounter the issue, try luring him counter-clock-wise.
