When do I swap to 
Shado-Pan and do I have to?
SP is only marginal behind in S2 and once you have the tiersets for s3 its marginal ahead. If you swap or not is up to you. It will also be impacted by your current gear so simming the difference to see if the difference is worth for you or not is always a good thing to do. Realistically you can play what you want as they're both close enough.
** Shado-Pan doesn't talent into Strike of the Windlord?**
You may find the recommendedd talent builds for Shado-Pan omitting Strike of the Windlord. This is because there are a limited number of talent points to go around and Strike of the Windlord isn't strong enough to be worth the talent points it needs to become strong enough.
If you want to play with it still, just sim a talent build with it against the recommended ones and determine if the damage difference is enough for you to play or not.

Mastery is always a solid default, if you wanna know it exactly you can just sim it via topgear. You can purchase them after completing the quest on the vendor so you cant "fuck up" at all. Swapping doesn't destroy them.
