Roblox is uninstalled. If Preferred Server Region is turned on and you try to reinstall Roblox, clicking play does not start the download. Roblox download button does not show because the setting blocks the download popup. Disabling Preferred Server Region allows the download to start normally.

UPDATE: Turning off "What Am I Joining" fixes the issue, what I said above is completely wrong. Turning that setting off allows me to download Roblox.
