Re-Destro is the grand commander of the Liberation Army.

He is a descendant of Chikara Yotsubashi and "The Mother Of Quirks".

Re-Destro is definitely an underrated character...

Quirk: Stress

Stress grants the user the ability to convert stress, anger, and frustration into raw power. The raw power is capable of increasing their strength and size.

GP: 250
HP: 350

Special Action: Stress

His stress hits a certain point coating his body increasing his size and power. (Won't be as big as Mount Lady. Maybe a bit bigger then All Might?)

His stress reaches to his max allowing him to discharge it into large amount of raw power. Giving him black energy around his hands allowing him to fire this energy

(I don't know if he can in the show cuz it's been a while since I've seen season 6 but All Might can so...)

Beta: Building Current

His arm gets bigger allowing him to swat away anything close to him with a wave of his hand

Gamma: Stress Grappling

Grabs hold of his opponents before slamming them into the ground.
