Quirk: New Order
Cathleen's Quirk allowed her to set a rule onto her surroundings, allowing her to manipulate and bestow new properties onto herself and the world around her.

Special Action: Avatar Construction
Star opposes a new order onto the air to create a giant avatar of herself (star’s main body is still vulnerable in this state) (the amount of times she can use her abilities is halved in this form: example, if you had 2 alphas in base, you’ll have one when special action is active) (while in this form, star’s attacks will change to the following)
Alpha: Titan’s Punch
Star utilizes her giant avatar to deliver a devastating punch to the enemy, sending them a great distance backwards (instantly knocks the opponent over)
Beta: Pressured Clasp
Star utilizes her giant avatar to deliver one powerful clasp on the enemy, crushing them temporarily (stuns)
Gamma: State-of-the-Art Hypersonic Intercontinental Cruise Punch
Star redirects missiles sent by nearby fighter jets to create one devastating explosion on the enemy (AOE) (Continuously staggers before finally knocking the opponent over) (once this is used, the special action gauge drops all the way to 0 and goes on cd)

Special Action Passive: Rebellious Outrage
Star opposes a rule onto her quirk, making it destroy other quirk factors the opponent may hold (this slowly decreases the levels of the base quirk set of the enemy if they steal new order) (can be activated when Star is in her downed state, when she isn’t being attacked) (once all abilities have been reduced to level 1, new order will leave that host)

Alpha: Starred Vaccum
Star creates a star-shaped vacuum where her opponents can no longer breath (this attack deals damage to opponents the moment it’s placed and does tick damage if they continue to stay there) (can be placed through walls) (mid-long range)

Beta: Energy Rebound
Star opposes a rule onto herself to hold and redirect any incoming attacks (this only works on attacks the character is facing towards) (once beta is used, Star will be put into a stance that negates incoming attacks: if used a second time, Star will release a shockwave around herself) (close range)

Gamma: Superhuman
Star opposes a new rule onto herself to boost her physical stats to aid in battle (a mode kinda of function: similar to Kirishima’s special action) (in this form, Star’s running speed, m1 strength, damage reduction, and jump height is increased)

Only two abilities can be active at once. Meaning you can only use two attacks. Using a third will result in the first attack being used, going on cd and disappearing. Example: If you used alpha and gamma, but decide to use beta, your alpha attacks will disappear. Once special action is active, all attacks from your base set will go on cd and disappear
