Note that Hawks special action has a 5 second delay that AFO tuning cannot bypass so you are losing time with it.

Electrification allows you to turn his special action into a weapon by flying into enemies. It also can be used to confirm combos. I used to run it and its pretty fun.
Electrification, High-speed replenishment, Fixer, critical permeation and revenge tech imo are all good picks.

Melee out of special, Beta and gamma in air. His movement hasn't changed much. The newest patch gives you better control when using his recoil gamme.

Parallel you have the default and fancy being most popular. Cyber has a few good builds. I run the villain cyber with max reloads. Crushing PU and GP sucker.

First 3 are my most used outfits. Note default Parallel once we get younger afo you can run embrittlement on it. The rest i dont have screen shots of because I haven't finished testing them but I can give you an idea on their builds.

Parallel Dangerous i focused into a Fixer Revenge strike build with both beta damage and reload. Also tried it with electrification and high-speed replen.

Cyber Fancy is an Acceleration build with space hop. This is more so in prep of hawks qss. Im not sure if ill keep space hop yet or swap it over to something different.

Cyber hero heat is like a strike/support build. I started to build it with Warp heal and compression magic. Haven't decided if compression magic will get swapped out for Cementoss or Ibara. Overhaul i considered but 1, I dont own him and 2 his sub gamma tuning is better when hawks naturally does low damage. Double green usually is a turn off for people but the strike slots make up for it as it can do as much damage as Parallel and Wind General depending on the tuning focus.

Note: If you can focus as much bets tuning as possible you can get 140-150 on average at lv 9. Ive hit 200 betas with strike teams, cards and debuffs.

do you think damage is most important on hawks

Honestly no. His damage is low but his reloads are also very high. Gamma is 10s until lv 4 then 9s and beta is 8.5s. Levels dont impact beta reload. If you focus Gamma or beta tuning without Fixer you can shave off 3-4 seconds. Hawks cannot reload in the air so if he hits cooldown its important to Kickstart his reloads as quick as possible.
His special action has 5s delay before it starts to reload so as subtunings can make it go a little faster when it starts, afo special tuning isnt as effective.

Personally I think you can get more damage out if you can use abilities more often instead of having high damage with harsh reloads.

You have to ask yourself is a 150 beta worth the 8s reload or is the 125 beta with 4s better. Sometimes it equals itself out

A lot of people lean into trying to fix Hawks Damage still because they love big numbers but I don't think the numbers matter much if you can cycle his kit more efficiently.

Hawks reloads im pretty sure have always been this harsh BTW. Because he used to do higher damage.

most of my deaths can be traced back to running out of moves cause everything is on cooldown

Especially if you need to run and burn everything to get away. Its not recommended but sometimes ya just gotta do it. Characters like Aizawa and Ochako who can reload in the air much quicker have no issue catching up to Hawks.

Ive had some of my best games tonight with all these changes and really like then. It was a good change they did. The air movement seems to help with strafing when doing gamma alpha. I can pull left vs fall back. Hawks feels less heavy.

Yes. As soon as the buff is applied all melee and skills after get a boost. Also. If you have a Shigaraki on your team who special actions someone and you then proc embrittlement on that same target in the time frame, the damage stacks
