I've been testing builds and damage numbers again. can confidently say that Hawks basic hero outfits are actually decent and hold up well damage wise to his PURs. so if you don't have a PUR don't worry. you can still make a usable build.

The point is. It was hard for me to do combos because the enemy was like always in knock back. Kiri punch. Kuro teleport away. Aizawa grab. Something would happen to put the enemy in knockdown or rip them away.
So I just never really would rely on it. It was something to help if I needed it but I just developed different playstyles fit around my team.
Im more focused on working as a team and not carrying by playing solo in a 3stack. No fun in that.
Its why I love Hawks gamma so much. Marking targets is very nice

Wind Gen Heat is his highest damage build. Gp sucker to keep gp up and revenge strike to increase damage.
Both parallel world are just under it in damage. They offer more defense and safety with sisterly. Even if its nerfed, something is better than nothing.
Finally his two hero outfits keep up on damage. Same as parallel. The difference is the tuning used im the special slots you will be to play it safe as these build have little defense but they do hit hard.
