XBOX 360 controller blinks twice then shuts off

I've been searching online for hours and cant find an answer to this issue that actually works to fix it, or at least let me know the controller is trash or not.

The battery pack works in another controller, and another controllers battery pack doesnt work in this one despite working in the other controller. I've tried new batteries too. I've tried syncing it to the XBOX. But everytime I press the XBOX button, it blinks twice then shuts off. Is the controller trash, or is it fixable? Its a black controller with XBOX 360 text at the top of the controller (inbetween the two triggers)

It has to be something on the controller I just dont know what. I appreciate the help if any can be offered.
