Issues with changing the time zone

I am in a Microsoft familiar plan when i want to change the time zone says"hac
ve a parent sign un to change these settings" i am 20 years old and i check if my account have my birth correct but it does.

So anyone have this same issue? When i get out of the familiy plan i don't have that problem anymore
