what device management are you wanting to do?
Most of that is done in AC on the ally itsself.
For clips you can view those in gamebar or the xbox app on your ally.

yeah its a bit buggy and takes ages to sync, but you didnt need to use mobile you can share/download the capture on the ally

Can you not just select open file locations?

you should be able to just upload the file to where ever you like. Otherwise you could try syncing it with one drive or waiting till the capture shows in the mobile app

I just share them right from PC but taking A look in the xbox mobile app none of my captures show either so there could be a known issue
