So the problem is the account was a Turkish account before and mt friend gave it to me and i changed it to an usa account charged some money in it with a gift card and i cant buy anything now
(the account had around 0.30 cents in it before i used the gift card)

I changed the account from a Turkish to an American one and i used a gift card to put some money in it to buy a game and there was around 30 cents in it from before so. Now its not letting me use the money in the account to buy anything its asking me to add a card but i cant cuz im from a country that's not supported in the stores.

We can't assist you with this. Accounts cannot be given out like that and if your country is not supported, you would be violating the terms of service by bypassing those restrictions to buy anything.
