Captures stuck or not uploading at all.

Whenever I try to upload a capture (both screenshots and clips) it always either gets stuck at 99% (but still uploads, backs up other captures from uploading) or just doesn't make any progress at all for the next 10 minutes.

Is this an issue on my end? or something to do with the xbox network?
