I thought I read somewhere that if you had game pass you’d be grandfathered to the old ultimate pricing?

I saw I was emailed a receipt of $32 and was confused

No, they never said you would keep the old price.
Certain countries require a longer notice period of price changes, so they clarified that in those countries they would keep the price for an additional month or so and then the new price would be applied.
