I can't launch any gamepass games on my xbox one because of error 0x8007023e
Only the titles which i have purchased are working. I have restarted several times and it's still the same

I searched for the error code in the support website and i found nothing about it

I just checked and youtube and netflix are also not working

If your Xbox and YouTube/Netflix is not working. Sounds like you don't have an Internet connection. Try and restart your router or whatever you use for your Internet. 🙂
