I'm trying to set my xbox up to play my gamepass games while offline and it's saying "please make this your home xbox to play games offline" ITS ALREADY MY HOME XBOX

That should be enough. Keep in mind that subscription games require that you do not disconnect from power. Once you lose power the console no longer has trusted time to verify your subscription.
