Hi, I'm a new user for Game Pass on PC, been a Game Pass Ultimate member for a long time just never had a PC. Well, I played 1 hour or so of donut county on PC and it didn't register that I had played it for the Play a PC Game. What do I do to get the quest to work properly?

It should pop a notification in the xbox app where you can claim or you can go to the rewards section and claim it there
did you play it on your PC or did you stream it with the cloud? Cloud streaming would count for Gamepass console
also make sure rewards are supported in your region https://www.xbox.com/regions

I live in the USA. Now that I noticed, my game time isn't registering either ... It might be because I'm playing a game leaving Game Pass but that doesn't make sense as I could always get achievements on the console when games were leaving, in fact it was an excuse to play games I might not have because I wanted the achievements. Yeah not sure what's happening. I looked it up and it is a common issue but I'm not sure what's causing it ... I tried doing the run commands and making sure all the suggested applications are running and automatic, then restarted my laptop. But it's still not registering ... Maybe I need to boot up the game again for it to register, but as far as the guide described the achievements it didn't register will automatically start popping up and it hasn't

sometimes they can be delayed, but if it keeps happemning you need to reach out to rewards support
