When I turn on the TV, both Xboxes turn on and I don't know how to turn it off

Go into the settings of your XBox and find HDMI CEC. This needs to be disabled.

I have it turned off

There may be a similar setting in your TV, but I'm not sure.

This is also turned off on the TV, but when I click on the remote to turn on the TV, both Xboxes turn on.

There's something making it happen, so if that's off ...I'm not sure what's going on.
