My communication settings are bugged

when i try to use the in game chat on a game such as Roblox or Siege x, it says that my communication settings prevent me from receiving messages, and whenever i look at them, they say that i am allowing in game chat, so the opposite. this is really frustrating because when i try turning them on and off, they still say the same thing.
