When I try to join the game ( cities ckyline2 ) it says to me this "Gaming UI

My account is +18 . im not apart of family. and my privacy sittings its locked. When I try to talk to xbox suppport it says to me that the support chat is broken.

I mean in thi situation what I have to do?
