Xbox 360 and i tried to log out and back in of xbox live and i looked for lots of fixes with nothing found

There was no Dashboard update.
Different content is programmed in different regions, differences are normal, and your mileage may very extremely. The Xbox 360 is no longer an actively supported platform.

it wasn't an dashboard up update, your referring to them adding marketing tiles to the home screen and it region dependant. The xbox 360 is no longer officially supported so will not be getting any new features or updates of that nature,
