not registering gamepass as active

using an xbone original 500 gig, can play offline and join parties and search marketplace, but when loading into muktiplayer games it either says that my accunt is not configured for online play or that my xbox live connection lost (360),

i have already removed and re added my account, restart and hard reset console, turned wifi off and on, opened my nat, cleared all caches, and checked for any bans or enforcements on my account with no luck
