When i attempt to go into the rewards tab on my xbox it just says "try again later cant check for quests right now" and i cant redeem anything either anyone know why or how i can fix this? Im also 15 so it might be a restriction

I think that page is referring to the credit card rewards

They raised the age for Microsoft Rewards to 18+ a couple months ago. Some links simply might not have been updated.
