Gamertag payment problem

So basically I went on xbox.com to change my gamertag and when paying for it, it didn't change for some reason. I used ideal to pay which is basically a dutch debit card payment method. It says they have to verify my bank account in order for me to change my username? I find that really strange. Like why doesn't it automatically do it? Mostly I wanna change my gamertag just to play minecraft and that's it but it's not letting me. Even in game when playing minecraft, went on my account to change my gamertag and a site that used to be there is no longer available.

Please, can anyone reach out to help me with this issue!
