if the call is not available you need to use one of the available options or select a other reason. Call backs are not available for every issue or region
Gotcha but my problem is, I have this account that a hacker got access too, he took my Xbox account aswell as somehow deleted my Microsoft account. I have visual proof that on my Xbox I still have the @ from my original email before it was changed to the hackers. I also have the messages in my thing that it was changed. There is no tutorial I saw to fix this, what do it do?

While I understand your issue and why this would cause you upset. The security of your account is on you. Microsoft provide several tools that combat that like 2 factor and for you to keep account details safe. Using 2 factor would mean a code is texted to a other security proof like a mobile email or App so no one can change it. But your option would be too follow that link above.
I understand, I guess I have to deal with it unfortunately. I will try my best to find a way to solve this.
