Since I live in an unsupported region (Xcloud), I have been wondering if using a VPN to bypass the region restrictions violates the ToS. I have been googling it but even on the Xbox page the "answer" is unclear.

Yes. This is considered marketplace fraud. You cannot use a VPN to bypass region locks.
