My internet provides 900mbps but the xbox app is capped to 23mbps and I've been downloading Oblivion since 5 hours ago when it should be done before 30 minutes. Anyone know a fix to this?

I've repaired, reset and uninstalled the xbox app, Changed delivery optimisation settings, turned off AV temporarily, changed Powershell Auto-tune leveing, rebooted PC and it still caps at 23mbps.
Even tried this workaround where you pause the download from the app, close it then continue from the Microsoft Store but nothing happens
I have an ethernet cable and wi-fi connection is off to prevent from switching internet preferences
Changed IPv4 DNS servers, tried IPv6 servers by being on or off, no luck

there is alot of people downloading the game so it maybe slower the Xbox App also does have slow downloads anyhow
