#error 0x80070426 xbox app

when trying to launch xbox app i am faced with this error no matter what i try

what i have tried:
starting (and setting to automatic) all services required

reinstalling Xbox app and gaming services completely, both through website download, microsoft store, and uninstalling through powershell

resetting/repairing xbox app and gaming services

creating a new user account

fixes i tried are stated above, everything left me with the same error, that being 0x80070426 when trying to load the xbox app
