#Can‘t add an account

Everytime I try to add my account to my Xbox it keeps telling me to add a password and then to verify the password and once I verify the password it just repeats the process. There’s no error code or anything and I tried to google it but haven’t really found anything. Please help, thank you in advance.

I‘ve tried restarting my Xbox and linking my account using my phone, I‘m on Xbox one S if that means anything.
