#Hearing double audio when party chat output is set to "headset & speakers"

I have power cycled, reset audio settings, tried using Xbox support chat
I see others have similar problems, and I have not found an answer to it
I have tried disabling mic monitoring, which I never had on in the first place, does nothing
set party chat to headset only
Yes, that works, but I need to it be on headset and speakers for capture card capture
When party chat output is set to Headset, everything works fine and as intended, chat mixer and all.

When party chat output is set to speakers, I hear party output through my headset still, which shouldn't be the case. It should only output through the speakers, if I am understanding the setting correctly. Also, when it is set to this, the headset chat mixer acts weird. When dragging the slider towards game (controller logo), both the game and party chat get louder, and the game gets muted when dragged all the way. Bu,t when dragging towards party (logo that looks like a person), the party and game get quieter and both get muted when dragged all the way.

And when set to headset and speakers, I hear double party chat audio in my headphones, and the chat mixer works oddly in that when dragging all the way to party, the party is still audible, but the game is muted, which is how it should be. But when dragged all the way to game, the game is not much louder than party, and in fact the party is still very loud
