#Is it against ToS to have a second microsoft account just for guests to use your Xbox?

if they are just visiting no. just remove their acct once they leave
but if u talking about gamesharing with people who dont live with u then yes
They don't have to actually live with you, they just have to be in your household, so if you have an XBox set to your Home XBox, people can use your games when they're visiting, since they're in your actual household.
The main reason it's against TOS to do it with people who aren't in your household is that you have to actually share your account to do it this way, and that's a big no-no.
It's for my home Xbox in my house so my house mates can play without making a Microsoft account
As far as I know it's allowed. You can make a 2nd profile just fine if you wanna replay a game that only supports one save or to have your guests play if they don't have their own account and don't want to make one etc.
The things that aren't allowed on your secondary account are signing up to Microsoft Rewards (as that would be fraud), abusing it for contacting people that blocked you or using it for unfair advantages in multiplayer games (boosting ranks etc.) as can be read here: https://www.xbox.com/legal/community-standards
