I've tried reinstalling the app, resetting the app, and tried going to account.live to see what it said to do but nothing

Every time I try to exit out of the error code and account live tabs it reappears and resets the xbox app to the homepage
Theres no info on the error code for pc on the xbox website
Some people seem to have faced this issue when their time wasn't set correctly, make sure you enabled "set time and date automatically" on your device.

When exactly are you getting the error. When booting up the app, trying to download a game, launching a game...?

In the meantime you can also try downloading games through the Microsoft Store directly, that should still work. The games you have installed should also be playable without the Xbox App running.
Im on windows 11 does that matter?

It's the same for Windows 10 and 11, I'm on 11 myself. That doesn't matter.
You can't cross-buy games between Steam and Xbox, no. Some games may offer cross-progression between platforms, but that's rare.

It depends on the game. Some games do offer it, like Cyberpunk 2077 and Various new Ubisoft titles. But it's rather rare and it will also not sync achievements in those cases.
