You need a data cable if you want to sync. You can also use the sync button.
I’ve already done that and the Bluetooth works perfectly on my laptop

I have gotten new cords, new batteries, power cycles multiple times and have connected the controller to a computer and it worked perfectly

Try a power cycle with the controller plugged to the Xbox. You should see the Xbox logo on boot up.
I did and it didn’t change anything
My usb doesn’t do it

It connects then disconnects
It only worked for like a minute then disconnected
It pairs for a second then disconnects
Does it stay powered on when it disconnects?
