Could it be it needs to be an ssd?

I get this issue all the time. iirc, the fix I used was just switching my default to something like Riot Games ... if that isn't ideal, try creating a Games folder on your desktop and that might work.

Im trying to install Sea Of Thieves via the Xbox App and its just not letting me pick any folder on my D: Drive

Try creating a new folder and it might let you pick the new folder.
And I meant exactly what I said. I have a "Riot Games" folder on my hard drive and that's the drive I used, but I also only use my built in hard drive and don't have another HD on my PC.
I tried creating a new one and got the same message sadly
I'm not sure how to fix it, since I don't use an external on my PC.
